Big Money Needed To Redraw Districts

Perpetual gridlock over the state budget is annual proof of the
corrosive partisanship in the California Legislature. The best
long-term hope for breaking through that divide is to change the way
we draw legislative districts: By creating fewer safe seats for each
party, politically moderate Republicans and Democrats will have a
chance at winning office and restoring a spirit of compromise.
The California Voters First Initiative on the November ballot is
the latest promising plan for redistricting reform. Some big-name
Republicans and Democrats, including Gov. Arnold Schwarzenegger and
Gray Davis, the Democrat he displaced, are fully behind it.
But departing Senate President Pro Tem Don Perata, D-Oakland, is
leading a campaign of deception against it. His committee is called
"Citizens for Accountability - No on the Power Grab,"
which is ironic because its obvious purpose is to preserve
incumbents' stranglehold on power.
With much of the Democratic establishment behind Perata's
committee, and lobbyists lining up to bankroll it, some Sacramento
handicappers are already proclaiming Proposition 11 dead on arrival.
We're more optimistic.
Californians are sick of partisan sniping and stalemate. When
they learn that without reform, incumbents will continue drawing
funky-looking districts, we believe they'll support Proposition 11.
But previous redistricting initiatives have failed, including one
in 2005. This one will require big money backing the good guys to
counter the big lie from the opposition.
Proposition 11 would create a 14-member citizen commission to
establish state Senate and Assembly districts based on the federal
Voting Rights Act and nonpartisan rules. Schwarzenegger has
underwritten much of the work so far, and some deep-pocket Democrats
are on board, including former state Controller Steve Westly and
Netflix Chief Executive Reed Hastings.
But the group that could really make a difference is the
potential big kid on the political block, California Forward.
Funded by Hewlett, Packard, Irvine and other foundations, the new
civic organization (www.caforward.org) is charged with promoting
governance reforms, like responsible budgeting, and taking on those
who've been obstructing them. Its co-chairs are former Democratic
Congressman Leon Panetta and Thomas McKernan, a noted Southern
California Republican and business executive.
Its high-profile leadership council has endorsed Proposition 11.
But as a nonprofit eligible for tax-deductible donations, California
Forward can't get directly involved in political campaigning. It
needs a separate nonexempt affiliate, which it's now establishing.
We hope it happens in time.
As long as sitting legislators can rig district lines, we'll have
gridlock in Sacramento. They're lining up big bucks to keep that
power. Proponents of Proposition 11 need to do the same to end it.
