To Get Leadership Reform, We First Need

ELECTION season is upon us and almost all of our attention is
currently focused on the presidential campaign. Watching how petty
and ugly the race has already become, it is clear to see how
difficult it would be to get 100percent of a large group of people
to agree on anything. In today's politically corrosive times,
securing 60percent of the vote is considered a landslide.
So it is remarkable that in 2006, four of California's
congressional representatives, two of its state senators and four of
its assemblymen accomplished something that Cuba's Fidel Castro,
Venezuela's Hugo Chavez, members of the old USSR Politburo and even
Chicago Mayor Richard J. Daley were never able to do: They won
100percent of the votes cast in their districts.
Democrats proudly won another seven districts with 80percent or
more of the votes cast, and two more with more than 90percent of the
vote.
For those who still believe that redistricting reform in
California is not crucial, this should be a wake-up call. For those
who believe in democracy, this is a travesty. For those who are
surprised, you haven't been following California politics.
Most important, for those who believe that our
"elected" officials are responsible to us and not the
party machinery that has created such a warped system - are you
kidding?
This is not an aberration; it is a system, one that replaces the
will of the people with handpicked extremists, the most liberal of
Democrats and most conservative of Republicans. In the 2000, 2002,
2004 and 2006 statewide elections, not one of the 120 state Assembly
or Senate seats changed parties.
We have ceded control of our education, infrastructure, public
safety and hundreds of billions of our dollars to 120 state
legislators (80 Assembly members and 40 senators) who are no longer
elected, but appointed.
Our 100percent winners include men like Los Angeles' own Speaker
Fabian Nu ez - who promised redistricting reform, but instead tried
to extend term limits so that he could have stayed on office longer
- and Richard Alarc n, who won the Assembly seat in the 39th
District and quit three months later to become a Los Angeles city
councilman.
How about state Sen. Dean Florez, D-Fresno - who is not up for
re-election (state senators run every fourth year), so he is running
his mom for the local Assembly seat? My personal favorite is career
politician Assemblyman Mervyn "Term limits, I don't need no
stinking term limits!" Dymally, who has previously been an
assemblyman, state senator, lieutenant governor and U.S.
congressman, and is leaving his Assembly seat to run for the state
Senate in the 25th District.
What we need is to get rid of the self-serving, machine-owned
party hacks and bring in (read: elect) leaders, leaders honest
enough to acknowledge that we have limited resources and that the
allocation of those resources is the essence of true governing.
Leaders who put their constituents ahead of partisanship, politics
and spin.
In a sense, we're not asking for election reform, but for
leadership reform, and before that can possibly happen, we need
redistricting.
So, as you prepare to vote in June, remember, if we don't force
Sacramento to give us fair, honest and competitive congressional,
Assembly and state Senate districts, you are wasting your time -
100percent of the time.
Diogenes had a better chance of finding an honest man in Greece
than we do of finding a moderate in Sacramento.
